The Chair called the meeting to order at 6:03 p.m. 1. Roll Call A quorum was established with nine towns represented. 2. Minutes of May 22, 2008 meeting Mr. Randall made a motion to approve the minutes of the May 22, 2008 meeting as printed. Mr. Peplau seconded the motion. All voted in favor; the motion passed. 3. Treasurer's Report Mr. Forguites noted that as of this point, the District is running well against the budget. 4. Adoption of Resolution to Create a Capital Reserve Fund R. Svec made a motion to create a capital reserve fund as proposed. D. Suursoo and F. Heald seconded the motion. All voted in favor. 5. Approval of Solid Waste Implementation Plan (SWIP) F. Heald made a motion to adopt the Solid Waste Implementation Plan as presented to the Agency of Natural Resources. D. Suursoo seconded the motion. All voted in favor. H. Whitcomb asked if "The Messsage" newspaper could be used for advertising the District's public hearings. J. Fromberger replied that the District would consider that request. T. Kennedy noted that the newly-adopted SWIP would be put on the District's website. He asked the members if they would like a printed copy. After a discussion, the members' consensus was to have the District office print and mail a copy to each Town Office. 6. Recycling Coordinator's Report M. O'Brien related other states' solutions to the problem of unwanted pharmaceuticals' disposal. J. Peplau suggested that the State of Vermont create public service announcements to educate the public, as this is a statewide issue. 7. Information on Clear Stream Containers - Hallie Whitcomb Ms. Whitcomb spoke about her experience with recycling at two public events in Springfield. The Springfield Transfer Station has ten Clear Stream recycling containers to loan out for use at public events, for example, the Windsor County Agricultural Fair and the Apple Festival. Mr. Peplau suggested that posting signs at the Fair could increase recycling. Perhaps Boy Scouts or Girl Scouts could be enlisted to staff each container to ensure proper sorting. Ms. Whitcomb would like to see food waste, cardboard, and metal cans recycled at the Fair, in addition to beverage containers. She is going to ask John Fitzpatrick, who works with the local schools, about increasing their recycling efforts. 8. Other Business George Murray, manager of the Windham Solid Waste District, noted that his district's facility processes 6,000 tons of recyclables a year. He spoke about the economies of scale for household hazardous waste disposal - sending out RFPs with other districts to HHW contractors, for example. 9. New Business The District's Board of Supervisors' next meeting will be Thursday, January 15, 2009. 10. Adjourn J.
